About Public Opinions
Public Opinions is a local Uganda based agency established to advocate, promote and strengthen democracy and good governance, human rights and development, and act as a centre for public opinions, political intelligence and policy think tank.
Our work is done through mass participation, seeking, analyzing and disseminating Public opinions on key issues of local and global concern and make them available to the policy makers, leaders and the public at different levels.
Background
Peace and reconciliation in the postwar northern Uganda is a prerequisite to the achievement of sustainable economic and social development in the area.
Though the government has played a pivotal role to end the insurgency, there is still an urgent need to promote peace and reconciliation for development and peace in northern Uganda.
This will lead to strengthening democracy and good governance, human rights in the region. As we talk of charity, relief and humanitarian support in the area, we must double the talk as regards human rights, peace and reconciliation.
PPERD will be of much more importance in advocacy, capacity building, social transformation, enhancing efforts and capacities of local community leaders.
The project will guide leaders in the selected districts to provide opportunities to practice, promote and strengthen advocacy for peace, reconciliation and human rights for the poor, marginalized and oppressed communities hence promoting and strengthening peace, human rights, reconciliation and development in the area.
Justification of the project
Justification of the project
Though many organizations are operating in Northern Uganda, very few are committed to promoting and strengthening peace, reconciliation, development and human rights in the region.
Big sections of the organization have allocated there available resources to charity, relief and humanitarian programs. This is good but does it have a solution to the crisis, does it contribute to strengthening peace, reconciliation and human rights monitoring?. If peace and reconciliation is not promoted, then insecurity will continue, the world will continue to spend big on relief and humanitarian programs.
Public Opinions through PPERD would like to advocate, promote and strengthen peace, human rights, development and community reconciliation through local government structures.
If leaders can reconcile, agree to advance for peace and human rights in the area, then there will be no cause for insecurity in northern Uganda.
There is no platform for leaders in the area to discuss issues of importance to peace and development.

We want leaders to debate issues affecting the area. They can be adopted as policies or guidelines for making better policies for the area and the country in general. Where people have been reconciled and living in peace, budgetary expenses on relief and humanitarian support will reduce to the lowest percentages and there will be human growth and development.
As the war is ending, there are so many unresolved issues within the communities and amongst the local leaders; there is high suspicions amongst the communities in which people are blaming each other for the suffering, and death of the beloved ones. This can be solved through PPERD initiative.
Aims and objectives
i) To enable members of the funder participate together with other leaders and key players to contribute to achieving peace, human rights, reconciliation and development in northern Uganda.
ii) To advocate and promote the practice of peace and reconciliation in northern Uganda.
iii) To act as a platform for elaborating primary and advanced research tools for social-economical analysis and preparation of public policy recommendations to the policy makers and the donor community.
iv) To bring together local government leaders and officials in the respective district to debate and discuss issues affecting the district and the region in general.
v) To bring about the spirit of vertical and horizontal accountability and transparency amongst the local and community leaders in the given district.
vi) To inculcate into local and opinions leaders a culture of debate, reconciliation and human rights monitoring and reporting.
vii) To improve the skills of networking in a locality especially on issues of promoting peace, reconciliation, human rights observance and development.
viii) To compile the information into a magazine which will be made available to the policy makers, funding agencies, local and national leaders, etc.
ix) To bring the local and community leaders and the funders closer to the grassroots and the leadership of the government of the republic of Uganda.
x) To strengthen the presence of Franciscan family in Uganda and enable members attain a soft landing and operation into the country.
xi) To acquire professionals and well informed presentations from the participants in the public dialogue sessions.
xii) To identify measures geared at promoting and strengthening peace, human rights, reconciliation and development.
xiii) To offer a platform in which local government leaders can freely interact and debate with professionals, or officials from the central government who would be invited to present expert papers from time to time, as we implement the project.
xiv) To help sessions participants develop a sense of national consciousness, pride and committed appreciation of the Uganda nation as one and as an objective reality totally opposed to tribal, parochial, and sectarian thinking and practice.
xv) To enable local and community leaders cultivate a healthy liberated mind with high moral values and good qualities of leadership necessary for a free and stable society hence peace, security,reconciliation,human rights and development.
xvi) To develop and promote self confidence and an inquiring mind, an understanding and respect for human dignity and human rights as well as readiness to work hard for self advancement and national improvement
xvii) To foster an understanding and critical appreciation of the values - moral, spiritual, religious, social and cultural - which have been distinctive in shaping society and which have been traditionally accorded respect in society.
xviii) To nurture a sense of personal identity, self-esteem and awareness of one’s particular abilities, aptitudes and limitations, combined with respect for the rights and beliefs of others.
xix) To act as a platform for public awareness on key issues of regional, national and global concern.
Time
This is a one year project and it is intended to begin in November 2008 if we find a donor.
Operation Focus
First, the project will be implemented only in the selected 8 –eight districts of Northern and North Eastern Uganda.
The Districts are; Katakwi, Amuria (North Eastern Uganda), Amuru, pader, kitgum, Gulu, pakwachi, and Apac.
The Funder together with Public Opinions, if resources are available will implement the project in other selected areas i.e. karamoja sub region, and other selected districts in westnile, lango and acholi sub region.
Modus Operands
Key personalities will be invited to present papers on selected topics, i.e peace and security, reconciliation, accountability and transparency, development and human rights.
They will speak/address the local and public opinions leaders plus the general public on issues of community receonciliation, good governance, role of peace and security in development, human rights observation, monitoring and reporting, effective policy formulation and implementation, social transformation, effective leadership, etc.
Participants
Apart from the specialized individuals invited to address the gatherings, the following will participate,i.e local government leaders and officials, teachers,students,opinions leaders, officials from NGOs in the district, journalists, security agencies, cultural leaders, religious leaders, the general public,etc.
Audience
We do not mean that the entire district population will participate in the public dialogues. No, this is absolutely impossible and impractical. We are targeting at least 1000- 2000 participants in a given district as mentioned above.
Project Magazine
The expert presentations/papers plus the public views will be compiled in form of a magazine which will be available for public Consumption, for the use of policy makers and it will be made available to the president of Uganda, Ministers of the republic of Uganda, members of parliament of the republic of Uganda, the judiciary of the republic of Uganda, the heads of diplomatic missions and international agencies in Uganda, the local government leaders, religious leaders, traditional leaders, Local NGOs and civil society organizations, media houses, public libraries, teachers, students leaders,etc.
The policy makers will find it valuable and vital to base on the available information while formulating public policies, the leadership of the country too will utilize the information.
Continuity of PPERD project
Upon successful implementation of the project in the 8 selected districts, the local leaders would have gained skills and capacity to move on with the programs up to the lowest levels in the district using local government budgetary resources available as the district leadership may decide.

Evaluation and Auditing
Project evaluation and auditing will be done by an independent firm. The audit report will be presented to Franciscans International by Public Opinions.
